Counter Terrorism and Intelligence Agencies

National Investigation Agency (NIA)

  • Formation – In the wake of the 26/11 Mumbai terror attack in November 2008, which shocked the entire world, the then United Progressive Alliance government decided to establish the NIA.
  • Headquarters: New Delhi
  • The NIA is the Central Counter-Terrorism Law Enforcement Agency of India mandated to investigate all the offences affecting the sovereignty, security and integrity of India.
  • It was constituted under the National Investigation Agency (NIA) Act, 2008.’The agency is empowered to deal with the investigation of terror-related crimes across states without special permission from the states under a written proclamation from the Ministry of Home Affairs.

Research and Analysis Wing (RAW)

  • The Research and Analysis Wing is the foreign intelligence agency of India.
  • The agency’s primary function is gathering foreign intelligence, counter-terrorism, counter-proliferation, advising Indian policymakers, and advancing India’s foreign strategic interests.
  • It is also involved in the security of India’s nuclear programme.
  • The head of R&AW is designated as the Secretary (Research) in the Cabinet Secretariat.
  • It is under the authority of the Prime Minister of India without parliamentary oversight.

Intelligence Bureau (IB)

  • It is India’s internal intelligence agency which is used to gather intelligence from within India and also execute counter-intelligence and counter-terrorism tasks.
  • It functions under the aegis of the Union Ministry of Home Affairs.
  • It was established in 1887 by the British India Government and later recast as the Central Intelligence Bureau in 1947.
  • It is headquartered in New Delhi.
  • The IB comprises employees from law enforcement agencies such as Indian Police Service (IPS) or Indian Revenue Service (IRS) and the military.
  • The IB director is part of the Strategic Policy Group as well as the Joint Intelligence Committee (JIC) of the National Security Council, and can report directly to the prime minister.
