Inter-State Relations: Inter-State Councils

  • Formation: Allows the President to establish inter-state councils to ensure coordination between states and between the Centre and states.
  • Duties Under Article 263:
    • Enquiring into and advising on inter-state disputes.
    • Investigating common interests between states or Centre-states.
    • Recommending policies for better coordination.
  • Establishment of the Inter-State Council (1990):
    • In line with the Sarkaria Commission’s recommendations, the council was established to strengthen Centre-state and inter-state relations.
  • Key members include:
    • Prime Minister (Chairman)
    • Chief Ministers of states
    • Union Cabinet Ministers
  • Functions
    • Promote policy coordination.
    • Deliberate on issues of common interest.
    • Discuss matters referred by the Prime Minister.
