Non Constitutional Borders: Central Vigilance Commission (CVC)

  • Formations
    • Established based on the recommendation of the Santhanam Committee on the prevention of corruption.
    • Formed in 1964 by executive resolution, it became a statutory body as per the Central Vigilance Commission (CVC)bill.
  • Composition: Consists of the chairperson and two other members appointed by the President.
  • Appointed based on the recommendation of
    • Prime Minister
    • Leader of the Opposition in the Lok Sabha
    • Home Minister
  • Tenure: 65 years of age or 4 years
  • Reappointment: Not eligible under the state or centre for reappointment
  • Removal:  Based on misbehaviour or incapacity
  • Salary: Same salary as the chairperson of UPSC and members same as the members of UPSC.
  • Functions
    • To enquire into cases involving public servants with respect to corruption
    • Control over CBI
    • Part of disciplinary proceedings against central service officers and All India Officers.
    • CVC is part of the appointment committee of the Enforcement Directorate and the CBI chairman
    • Has the power of a civil court.
